The General Assembly
Consisting of the representatives of the Member States and, with limited rights to vote except by provision of the Constitutive Charter, of the Associate Members – it determines the policies and main lines of work of the Organisation, taking decisions on programmes submitted to it by the Secretary-General.

The Secretariat
Lead by the Secretary-General and consisting of such staff as may be required – it is the executive arm and implementation body of the Organisation.

The Financial Subsidiary
Consisting of a Board of Directors, a President of the Board, an Executive Director, and such other staff as may be required – it is the wholly-owned subsidiary and financial arm of the Organisation.
