An agreement was signed today in Djibouti City by the Secretary-General-elect of the Organisation of Educational Cooperation (OEC), H.E. Manssour Bin Mussallam, and the Djiboutian Minister of Foreign Affairs and International Cooperation, H.E. Mahmoud Ali Youssouf.
The agreement stipulates, inter alia, that the Government of Djibouti will cede to the OEC the office space necessary for the preparatory phase of the Organisation until the holding of the General Assembly, which shall decide on the location of the Permanent Headquarters.
As a Founding State and one of the first countries to ratify the Constitutive Charter, the Djiboutian Government invited the Organisation to be based in Djibouti on a provisional basis and in order to facilitate coordination between the OEC and the Ministry of Foreign Affairs in its capacity as depositary of the Charter.
The signing ceremony was attended by representatives of the Government of Djibouti including: the Minister of National Education and Vocational Training, H.E. Moustapha Mohamed Mahamoud; the Secretary-General of the Ministry of Foreign Affairs and International Cooperation, H.E. Mohamed Ali Hassan; the Secretary-General of the Ministry of National Education and Vocational Training, H.E. Mohamed Abdallah Mayoub; Mr. Moussa Djibril Youssouf, the Deputy Director of Protocol of the Presidency and Ms. Hayat Moussa, Assistant to the Secretary-General of the Ministry of Foreign Affairs and International Cooperation.
On the part of the OEC, the ceremony was attended by Members of the Preparatory Committee encompassing: Dr. Ali Moussa Iye, Dr. Aref Husseini, Ms. Sheela Pimparé and .Mr Hector Canto Mejia.
