Secretary-General Appoints Vandi Minah Under-Secretary-General for Legal Affairs, OEC Legal Counsel

The Secretary-General of the Organisation of Educational Cooperation (OEC), H.E. Sheikh Manssour Bin Mussallam, announced today his decision to appoint Mr Vandi C. Minah, of Sierra Leone, as Under-Secretary-General for Legal Affairs and OEC Legal Counsel.

Prior to joining the OEC, Mr Minah most recently served at the United Nations Foundation as Special Adviser on political and diplomatic strategy for pandemic preparedness and response. Between 2013 and 2016, he served as Sierra Leone’s Permanent Representative at the United Nations in New York. He also served as Deputy Minister of Foreign Affairs and as Minister of Transport and Aviation of Sierra Leone between 2008 and 2012. Mr Minah was a legal officer at United Nations Headquarters and at field missions in East Timor and Bosnia Herzegovina. He was the Legal Adviser concurrently for the United Nations Integrated Office and for the United Nations Country Team in Sierra Leone. An accomplished legal professional and diplomat of Sierra Leone, he is a Barrister at Law in the United Kingdom and Sierra Leone and an Attorney at Law in New York. He is a graduate of King’s College, London University where he earned his bachelor’s and master’s degrees respectively in Law and in Public International Law.

On accepting this appointment at the OEC, Mr Minah expressed his gratitude to the Secretary-General for entrusting him with this responsibility, further stating:

“I welcome the opportunity to a play role in the Organisation of Educational Cooperation, as a new intergovernmental institution that provides support for Member States across the Global South to adopt an innovative path to sustainable development through balanced and inclusive education.”

In his new capacity at the OEC, Mr Vandi Minah heads the Department of Legal Affairs (DELA) and serves in the Cabinet of the Secretary-General.
